ตั้งอยู่บ้านแก่นท้าว ตำบลเม็กดำ สร้างขึ้นโดยหลวงพ่อสมาน โอภาโส ร่วมกับพุทธศาสนิกชนที่มีความศรัทธาได้เข้ามาช่วยกันก่ออิฐถือปูนแต่งเติมกันทีละเล็กละน้อย โดยองค์พระธาตุนั้นได้แรงบรรดาลใจมาจากองค์พระธาตุพนม ส่วนยอดนั้นจำลองมาจากพระธาตุนาดูน ด้านวิหารคดและการวางภูมิทัศน์ได้ใช้หลักแบบขอม โดยมีการสร้างบ่อน้ำไว้ทั้งสี่ทิศของพระธาตุ รายละเอียดของลวดลายและงานปูนปั้นเป็นศิลปะแบบบาหลี แปลกตาสวยงามดั่งพระอินทร์สร้างจึงเป็นที่มาของชื่อสถานที่แห่งนี้
