The landmark was constructed by the Nakhon Sawan Municipality to serve as a tourist attraction and a cultural learning center. It represents the harmonious blending of people, place, and time, celebrating the historical and cultural significance of the river that has sustained Thai civilization for centuries.

The architectural design of Pasan is highly unique, featuring intertwining structural lines that merge at the tip, symbolizing the convergence of the four major northern rivers: the Ping, Wang, Yom, and Nan rivers. The building is cleverly engineered to withstand seasonal flooding during the high-water season, with a curved, bridge-like structure that rises gracefully above the water level.

Pasan is open daily from 10:00 AM to 5:00 PM. Admission is free of charge. Visitors are encouraged to dress comfortably for outdoor walking, especially when exploring the riverside park and the outdoor plaza. Restrooms and parking facilities are available on-site.
