ตั้งอยู่ตำบลบางพระ ศาลนี้มีลักษณะต่างจากศาลหลักเมืองอื่นคือ ตัวอาคารก่อสร้างในลักษณะเป็นเก๋งจีน สมเด็จพระเจ้าตากสินโปรดเกล้าฯ ให้สร้างขึ้นตามความเชื่อแบบจีน เมื่อครั้งมารวบรวมพลกอบกู้เอกราชที่เมืองตราด เพื่อให้ปกป้องคุ้มครองเมืองตราดให้รอดพ้นจากอันตราย ให้ชาวเมืองอยู่เย็นเป็นสุข ศาลหลักเมืองเป็นศูนย์กลางเชื่อมความสัมพันธ์ไทย-จีน มีการจัดงานประจำปีศาลปุนเถ้าม้าแบบจีน ช่วงก่อนและหลังตรุษจีน 1 เดือน และในวันขึ้น 6 ค่ำ เดือน 6 ของทุกปี มีงานฉลองที่เรียกว่า “วันงานพลีเมือง” หรือที่ชาวจีนเรียกว่า “วันเซี่ยกงแซยิด” หมายถึง วันเกิดเจ้าพ่อหลักเมือง มีพิธีทำบุญตักบาตรแบบไทย
